what's the deal with using paypal? that's how i paid him.

you are 100% fine then, open a dispute on paypal and see it out

also email paypal and inform them that this account is a address of a scamster, make them aware, they may freeze it...

if you contact the police, they can request from paypal the details the account is registered to

there has to be a home phone number i do blieve when confirming a paypal account, that could be linked too
