If its still there then the fact that the temp sensor will be going 'ooh its cold, lets open the vac flap and get some warm air in' means it will be running constant warm air feed from the exhaust manifold and therefore actually be running warmer air than standard!

I once disconnected my vac pipe to stop the flap opening and in any sort of damp cold weather its a bitch, not sure if i was getting carb icing but definately bogging and running like shit!
