Polo Noob - Electric Windows - fault or reprogramming?

Just got a 53 reg Polo 1.2 twist. The driver side electric window is doing something strange and I'm not sure if its a problem or just the way its been programmed...

When you hold the button to position 2 (down) the window goes all the way to bottom. However when holding position 2 (up) the window goes almost all the way back up then stops and goes down to half way. Once its done that position 2 (up) no longer automatically makes it go back up to the top you have to hold it down. When it gets almost to the top it stops again (about a 1 inch gap) then you have to release and hold it again..

I remember that I had a vauxhall a long time ago where you could programme the windows to do a similar thing, however looking through the user manual I see no mention of programming the windows - which makes me think it could be a fault.

Any ideas?
