99 Polo Air Con Issue - Stops cooling at 3

Hi all,

I've got a 99 polo with an air con issue. It works ok at 1 and 2 (not super cold but ok) but when I try to push it at 3/4 the fan keeps going but it doesnt cool any more, just normal air. Any ideas what could cause this?
