i recently rusted my forks on my bmx, they're looking good btw! and the best advice is get it down to bare metal but dont use too rough sand paper, try a nine inch grinder with a wire brush fitment. my foreman told me of a substance that dulls galvinising( makes it easier to paint) and its supposed to make steel rust, we use this stuff called corten at work. found this http://www.metalgeek.com/archives/2006/06/13/000065.php

I left my bonnet in the backyard for about 3 years and its pretty rusty now. Its facing towards the wall behind loads of shite so christ knows how rusty it actually is. I may pull it out and have a look.
