wheel spaces not fitting proparly...

fitted some 15mm spaces the other day but realized the centre bore was stopping them from going on properly, it stops it them about 2mm before it hits the drum (think that the right name for it). the only thing i can think of is getting some 2mm spaces and putting them on behind the 15mm ones. not sure if this is a good idea..... any advise? hope i explained this ok....
