ATS cup respray

I'm looking to get my ATS cups resprayed soon, preferably at the end of the month if i can afford it. basically for those who know what they look like i want the chrome bits white and the bits already black to stay black. all i want to know is is there anyone that can do it in the colchester area, is it possible to just do the faces without taking the tyres off, how long would it take and how much would it cost.

on a side note i have some rust on my rear arches, the previous owner had them rolled, anyone know somewhere again near colchester that is good?
