Speedo and rev gauge not working

Hello guys

I have a polo estate 1999 T reg. The speedo and rev counter do not work. It works at the turn of the key about 1 in 5 tries. When the speedo is not working it does vibrate violently when its on the bottom at 0. I have checked all the earths. My cluster does not have ribbons on the back and have just a plug. The temp and fuel gauge still work fine. Maybe there is an earth I haven't checked?

Open to all suggestions. Thank you in advance.
