2001 1.4 polo ignition problem

Hello my friend has a petrol 1.4 2001 polo that has started to play up, when you remove the key the ignition lights on the speedo stay illuminated but appear around half as bright as normal, the engine does turn off, is this a relay or the ignition switch or any ideas? would like to try and help him get this fixed for when he passes his test, thanks in advance for any help.
