Polo 6N2 Clutch Pedal Stop?

Hi all, recently acquired a facelift MK3 2001 1.4 Polo and the clutch pedal is quite a bit lower than the brake pedal, tried adjusting the cable at the gearbox end but something is still stopping the clutch pedal from coming up even with the cable disconnected (the pedal normally comes right up doing this) Is there a clutch pedal stop anywhere on the pedal box that I am missing? Like I say even with the clutch cable disconnected and the pedal free it's still about 40mm lower than the brake pedal. Something seems to be stopping it coming up. Cable is free and moves easily. Any advice? Cheers.
