My 16" Borbet Alloys

Bought these alloys when i got the car in february, the problem is, when the car's in full lock, you can hear it rubbing on the wheel arches, i had to cut out some of the rear mud flap to stop the noise at the back, but the front still has it. Got my MOT coming up soon, will it fail because of this?

Also, if i lowered the car, would this increase the problem further? and is there a bit of the arch i could cut out on the front, to prevent it from rubbing?
