will 165's go on a 4.5j steel? without looking stupidly ballooned?

They'll go on but depending on the profile. A 165/55 is probably a bit too low profile, but 165/60 and above should be fine.

5.5J is more desirable.

right ille have to go on a hunt for some wider steels.

Saloon / GT and PAS mk4 ones are all 13x5.5. I think some mk3 Golf ones might be as well.
