Surely the wing mirror is going to hit them before a wheel? Its at the front and its further out!

As for the wheel catching pedestrians, thats the last thing they wanna worry about if they get hit by a car. The 1st thing being how far they've flown through the air and how hard the impact with the floors gonna be!
