Just get a form from the post office (cant remember which number off hand) which is for when you have not received a V5 from the previous owner. Check on dvla website for the correct form. I had this problem of never receiving the V5 from previous owner - despite being stupid enough to buy the thing. Bottom line, in the future just dont buy without one. Hes probably not going to send to you because he probably lost it and cant be bothered to get a new one. Or worse still it could be stolen (hope you HPI'd beforehand!

yeah- lets hope it isnt bent! if it isnt, the v5 could genuinely gone missing. If the guy hasnt posted it recored, and the DVLA definately dont post the new one back recorded, knowing how rubbish royal mail are, its probably got lost. Get the form from the post office, DVLA will check with the person who is currently the registered owner and if they have no issues they will send you the docs. i think thats what happens anyhow
