they are 13" banded steels, duno bout width but they in a nice colour by the looks of it, almost creme, or yellow primer look

There your low offset teledials you bought off here and planned to paint cream. thats why they've got poke LOL

no they're way smaller than a 15" definately look like a 13" and now i've changed my mind and reckon they're joes old set of banded polo steels painted cream
