Theres a Polo round my way driven by a white 'chav', and he has a black ribbon tied to his toe-eye.

I've been told its a drug dealer thing, which, without meaning to sound discriminative, is quite a common thing among Pakistani types.

If he's a white chav, he probably doesnt even realise what it means, or that its religious..
