I have a Mk2 Polo with a pair of crappy 6 x 9 speakers in the back, mounted on the parcel shelf, connected to a £50 Kenwood head unit via the cars stock speaker wiring. This has been OK for a while now, but I would like to try getting a better sound out of it.

There is no existing mounting for any speakers at all in the front of the car at the moment, but I could do something about that.

On a budget of £200-250, what should I think about working on?

if you want louder sound from your 6x9's you could always amp them?

I'm not really after volume, I want to bring the sound forward in the car. In this squareback the speakers are right at the back of the car and you can tell. These 6 x 9s have a crappy mid-low range on them too.
