Nope, you need a proper valid insurance certificate and a valid MOT to get a Tax disc.

Why would you want Tax without insurance anyway ?, you cant drive without insurance.

you need to explain the situation a bit more,

- do you own the car?

- does it have no insurance or have you just lost the insurance certificate?

- do you have the tax reminder?

You should be able to do it online if you own the car and have the tax reminder. Of course it has to be insured. If it's a car you are trying to buy then you'll need to get the current owner/dealer to tax it before you buy it.
