I'm curious to know how long a driver can leave it before making a claim against an "at fault" driver?

can a driver make a claim against someone who "wasnt" at the scene of the accident?

what details does a driver need to make a claim? can they claim if they only have a name and adress? would they need to know the make and model of the the car and its details?

if you "werent" at the scene of an accident....and someone trys to claim against you,but you no longer own the vehicle.......what can they do?
