Just bought a 98 1.4CL MK4... I have the car, and I have a new belt and tensioner in my hand. Is it and easy swap? Or shall I give it to the pros at a garage to fit,

As above. Assuming you know very little sbout your car, for the price a garage will charge you could buy the parts, Haynes manual and a decent set of tools (try Halfords). It'll cost you some time to learn but you'll be much better for it and more confident to tackle other jobs too. Go for it! We're here to help if you get stuck.

Cheers guys, I'm usually getting my hands oily with my 68' beetle, I'm just not up to scratch with a polo.

I was just checking it was ok to do my self and their are no special tools/skills required

A trip to Halfords for a haynes is in order this weekend.

it's fairly easy on to do, also i'd change the water pump at the same time whilst you have it all apart
