orite guys, I'm wanting to get some 13" 8j classics for my valver not bothere about scrubbing ect, bt do they fit over the 16v brakes if not what do i need to replace so i can fit these wheels?

they don't fit over 16 valve brakes, and i wouldn't recommend a brake downgrade just to fit a set of small wheels imo

I'm not bothered about the brake downgrade i can just put some grooved and drilled disk with some decent pads on, just wanted to know what envolved do i need to just change disk and calipers or hubs aswell?

You'll need to find an insurance company that'll agree with your schoolboy physics policy. No holes in your disc are gonna offset pure leverage in their eyes.

forget all this about disks lol, all am wondering is what do i need to fit 8v brakes to my 16v, just disks and pads or disks pads and hubs?
