I have searched for this on here but couldnt find an answer....I want to move my plate down to the bottom of my front bumper and smooth off the recess, but can i do it legally rf does it have to be where it was originally fitted???

cant see there being a problem with that.

I've been running mine like that for a year now, no problems from the po-po or at MOT. Perfectly legal!
