the fighting part is illegal, as for taking a picture, its perfectly legal to take a picture in a public place, after all, you were just taking a picture of the tarmac and his car just happened to be in the way

if it's a public place, you expect the car to be seen (either by camera wether CCTV or Digital stills) and there is no law stopping anyone taking a picture in a public place (otherwise CCTV would be illegal) If it was in your garage for example, it's a different story...
