Do you have to have winter tryes in Germany?

That´s a bit stupid here regarding winter tyres. There´s no fixed date wich gives you the latest point for the wheel-change. The law only clames that you have to drive winter tyres when the weather conditions require it. But it´s not defined HOW bad the weather has to be. Driving without winter tyres in winter is probibited and penalty has to be payed.
