Could i get away with putting 12 inch minilites on my 86 saloon or would they be too small?

Guess it could depend on the wheels, there seems to be a fair bit of a gap between my caliper and the closest part of the wheel to it. You would only loose half an inch of clearance by fitting wheels that are an inch smaller. Couldn't say for sure of any wheels that would give enough clearance but there maybe.

Problem is tho even of you get them on your never gonna get low enough to pull them off

Thirteens are a better idea as you'll be able to get them in vw fitment where as 12" are probably mini fitment ones and won't sit very well in the arches die to the offset, you'd also need wobble bolts if this is the case
