can you get a fine for having pressed number plates?

My friend has an old fiat 126 not sure of reg but even soo police stopped him and fined him 60 quid and it was one of the British approved ones as you can tell I don't know a great deal about them, it depends what copper you have as not a lot of them don't realise you can get legal ones they just assume their show plates.
