My younger brother has just passed his driving test (on the first try, well done that man!) and is looking for a motor. It doesn't have to be a polo, but a mk3 would be ideal as I know my way round it, and I will inevitably be the one fixing it.

Bear in mind that he has no taste in cars, and does not care if it's cool or retro or anything. Nothing modified.

It needs to be cheap to insure, reliable, decent on fuel, reasonably smart (nothing covered in rust and dents, or bright pink with flower stickers all over it) and relatively local.

It needs to be ready to roll too, so MOT and Tax are a must.

We live in south Birmingham, and don't fancy traveling more than 20 or so miles for it.
