Getting the polo ready for it's re spray so need to clear a few things up before all the work starts.

Who do I have to inform about the colour change?

Is this classed as a modification?

Bit of a blonde question but I just need someone to clear it up for me.

Dvla via the logbook mate easy enough

Insurer. I don't see why it doesn't count as a mod unless you are only changing shade in which case you wouldn't be bothering to tell the DVLA. Having said that, going from say pale "duck egg" blue to "navy" blue may well be a mod as far as your insurer is concerned.
