All lights should go off after start up.

Check the level on both and also the connections for the coolant bottle and oil pressure switches on the back of the head.

Then follow the wires along until they terminate in the fuse box on the passenger side of the scuttle.

If you rev the car above 3k rpm does the buzzer go off then?

I had a similar issue with my MK2f and was told it sometimes happened with the Spanish built versions. I was told to take the speedo binnacle out, open it up and clean all the white gunk from the PCB with meths or similar on a cotton wool bud. Worked for me. Make sure you have checked all the electrical systems are ok first.
