Really bad arch scraping on mk2f

I just put 13" wheels on my mk2 and they scrape on my arch really bad when I hit bumps its lowered 60/40, could it be the shocks, becuase it never scraped when I was on 14", PLEASE HELP!

what width , offset and tyre size?

Also coupe or breadvan?

Maybe some before and after photos would help too.

tyres is 175 and offset is 7, I've taken my 13" off at the moment becuase it's quite bad the scraping, I can't really get any pictures but it's not to bad when it's just me in the car but when another mate is in with me is pretty bad
