polo 9n indicator problems

Hi, my 2003 polo has a problem with it's indicators. They flash fas on the dash but don't flash at all outside. Hitting the dash sometimes helps, and I have swapped the fuse and the relay (hazard switch)

From what I can see there is no access to the wires at the back of the fusebox, it is a sealed unit. Is that so? Can anyone advise what the problem might be?

The hazard switch is just that, there is no relay in it, the flashes are powered from the onboard supply control unit, the hazard & indicator stalk just switch an earth to the Supply unit, fuse #48 (15amp) is for the indicators that goes direct to the supply control unit, the dash lights are driven by the CANbus system from the supply control unit, the output from the supply control unit to the bulbs is on the Black 16 pin connector pins 14 (Right) & 16 (Left)
