Welcome to the Forum.

A better description of the 'weird electrical sound' may have got you a quicker reply, as it is, I am only guessing that you may be referring to some arcing in the ignition system, if this is the case, in order to prevent the engine from starting, it will probably be near to the coil or the distributor cap, but could also be from a warn king lead (the thick one from the coil to the centre of the distributor cap)

Looking for these sort of problems, is easier when it is dark, as the spark is easier to see.- Get an assistant to operate the starter for you whilst you look around the above mentioned items for sparks - Don't touch these items whilst the engine is being cranked, or you may get a nasty shock.

If you see any sparks, you probably need a new Coil or cap.

Have a look at the inside of the distributor cap and at the rotor arm - anything that looks like a pencil line, is probably where a spark has been flashing over the insulation, or it could even be a crack. - As a temporary repair, you could try drying it, cleaning it and applying a little wax polish.
