I have a problem with my key remote on my 2000 gti i contacted a locksmith who informs me that central locking wasnt fitted till 2002 is he having a laugh or what?

I'm not sure when the remote C/L started to be fitted, but if yours isn't a factory fitted system, it could well be that someone has retro fitted it - It may not even be genuine VW.

My first port of call would be to try a new battery in the key fob, making sure that it makes a good connection.

It is factory fitted all original with central locking pump in boot it might be original key as its well worn i changed battery but when i got car it had been stored for a while and battery was flat 

That sounds like the key has lost it's pairing with the car, there are some youtube video's of how to "Re-pair/Re-sync" the key with the car, if that doesn't work, you'll need someone with full VCDS/Vagcom to get it sorted

I now have light on remote and spare key but still not locking or unlocking any help would be greatley appreciated as I have tried everything 

Does the c/locking work when you put the key in the door/s ? if it does that at least proves the c/locking system is working, but as the battery was totally flat, you will need VCDS to re-sync the key fob/s to the car

Yes still unlocks manually tried pairing as I have spare key but i can't of being doing it right 

If the battery doesn't go completely flat, you can sometimes do a re-sync with another good key, but in general you need VCDS to correctly get them re-synced
