I have bought some steel wheels from a bmw e30, they fit well but was wondering if they need to be balanced.

They already have weights on and not too sure if that counts.

Wheels will always need balancing after fitting new tyres, the balance weights that are currently fitted need to be removed first, otherwise you will get false results and probably more lead added that isn't needed.
