Fuel flap doesn't open..

I recently bought a 9n 54 plate Polo. We haven't refuelled it yet and the fuel flap doesn't open automatically. Should it open when the car is unlocked? 

 

I read that I can manually over ride it from inside the boot by pushing the actuator up with a screw driver but obviously this isn't ideal. 

 

Is this common and what's the fix? 

 

Not sure if it's related but the passenger door doesn't lock as it should when you lock the drivers side.

Isn't there a push button to release the flap ?

There is an actuator inside the boot that should unlock and lock with the car (so people can't open it I assume)

 

You can push the actuator up with a screw driver in the boot that allows the push open feature but then it's never locked. 

I thought there was a push button either on the centre console or down by the side of the drivers seat that released the flap ? 

Ive got a 52 plate polo 9n - when car is unlocked, I press on the fuel flap and it popes open, press in again and it clicks shut. 

 

With car locked, it stops this, so have to leave car unlocked when fueling, or lock when I go to pay. 

 

Cant help with the passenger door im afraid..
