So I was replacing my rear left drum when this:  came off and I am having trouble putting it back to where it belongs. Also how do i make drum pads to open up not be tensed. I tried lifting that rod which is supposed to release them but they still press on the cylinder strongly.

I think it is called adjuster wedge: 

Have you pushed in the brake cylinder rods so fluid travels back up the brake pipes?

The items in your red square, are the adjuster wedge and its spring.

If you replace them as in the excellent photograph above and make sure that all of the springs are in the correct holes (as photo), you should be OK.

If you are saying that you are having difficulty getting the drum back on because the shoes are too far 'out', the problem is likely to be that the hand brake cable adjuster needs slackening off - If you lift the trim around the hand brake lever, you will see the cable adjuster nuts.

If you do slacken off the adjuster, you need to allow the foot brake auto adjusters to adjust up BEFORE readjusting the hand brake. To do that, simply keep pressing the foot brake pedal until the auto adjusters don't adjust up any more (a couple of dozen presses on the foot brake should be more than enough to do this.)

To adjust the hand brake, pull the lever up three-four notches and adjust up the cable adjusters so that there is EVEN resistance when you turn each drum.

Continue tightening the nuts until it is difficult to turn the drums.

Now, when you apply the hand brake two-three more notches, it should lock the drums (seven notches is the maximum that the lever should travel) If you can get the wheels to lock up on five-six notches, all the better.

Release the hand brake.

The wheels should be free to rotate. If they arn't, you will have to compromise by slackening off the hand brake adjusters a little.
