Polo 6n - Removing cabin filter housing

I replaced the cabin filter earlier this week and noticed a lot of gunk in the scuttle panel area.  I therefore want to remove the plastic housing the filter sits in and clean it thoroughly.  

 

There are two plastic nuts I have removed but the box will simply not budge.  What am I missing?

 

On a  '97 Polo 6N 2-door.

I'm amazed I missed 3 nuts though, I can only assume they're caked under some of the gunk I mentioned in the opening post.  However, I didn't think it was THAT bad!

Utterly baffled now.  There are definitely only two nuts at the top. Surely there aren't another 3 hidden behind the wheel arch. They wouldn't make it that hard to remove would they?!

Managed to remove it.  Only two nuts but the seal did need a bit of persuasion.

 

Only I snapped one of the chassis mounted bolts when reinstalling 😠
