Is there any common issues that would cause the fuel pump to stop, I have left the car for a few weeks with no battery or fuel and the battery and fuel are back the pump doesn't do anything and car wont start.

fuse /relay/dead pump?

None of the fuses seem blown but there is no power to the upper row (1-8) and the relays seem to be working fine

Would you say the tank was completely empty?

If it was then some muck from the bottom of the tank has been picked up.

Try this. Locate the wiring to the fuel pump as close to the tank. Get a spare  battery and reverse the current going to the pump for a little while. This will make the pump push the muck back. 

The fuel pump fuse is the blade one, clipped to the top of the main fuse box. They're prone to corroding away, so stick a new one in anyway, even if it looks alright and passes a continuity check.

 

Get someone to turn the key to ign and see if you feel the relays next to the fuse box engage. You should feel a decent click if you put your fingertips on them.

 

Guessing you've listened for the hum of the fuel pump priming? 

test light or meter to the fuel pump wiring at the relay end and then again at the pump to confirm power

Problem is solved now not rely sure what happened had a look at all the wiring and relays and stuff but nothing changed plugged radio in started first try the unplugged it still runs fine not sure if that has done anything or if something else we have done has fixed the problem. 

Might be a damaged wire or loose plug behind the dash then and disturbing it fixed it for now.

 

It's also probably worth getting a spare fuel pump relay, they're not expensive, and chucking it in the glovebox just in case.
