What is this bung? And should it be shut?

Hi guys,

 

Just noticed this little bung when inspecting my engine bay. 

 

Never noticed it before so not sure if it's always been open but I wanted to know if I should close it?

 

On a side note, it would also be helpful if anybody could tell me what it does and why it's there?

the cap just pushes in , its for checking the timing marks on the flywheel
