2f, no starter..

I've a 91 2f with a HZ engine in it, I've just got back on the road, I got it out the shed Saturday and was driving along came to traffic lights and stalled it when trying to pull off (needs a new clutch cable) turned the key no start, not even a crank. I have the starter off to bench test it but I'm wondering if the starter is fine where would be a good place to start after that? Is there a relay or a fuse that relates to the starter I've looked at the Haynes but electrical diagrams ain't my strong point. 

Help appreciated

Are you sure it isn't just a corroded connection to the solenoid? Not sure if that era of Polo had a waterproof connector there, quite possibly not.
