not sure on the answer but have you looked on VOSA's website? They run the MOT so they might be able to help?

got a reply along the lines of

"If the garage cannot access the rear seats, they will refuse to test it"

So I still don't know if fixed front seats will be legal with the rears in place

They'll slide forwards and back so they'll be able to gain access to them, but they won't tilt. Can anyone shed some light on the situation?

if you cant get to the back seats its a fail, as anyone who has had a broken seat cable will tell you. A standard seat can be slid backwards and forward but it still doesnt pass the MOT with a broken cable for tilting the seat.

the tester might just not bother with it anyway.

take the seat out its only held in place by a few screws anyway
