Problems with hydraulic lifters

I'm putting a 2G camshaft into an HZ head. Got everything changed and tightened down and noticed that one valve was

(3mm) open when the cam said it ought to be shut. After a lot of messing I discovered that the lifter for that valve seems to be stuck in its extended position - can't push it back. Question 1 - Is this a common occurrence? Question 2 - is there a spring inside the lifter which pushes it to its extended position? When they're in the head, some feel squishy and some feel solid. Que pasa?

i would change them if you have any doubts about them, iirc they're around £8 each from GSF maybe even less than that now.
