I have a 2000 6N2, I'm wanting to put 15 x 8's on the back is this possible without doing any arch work to the car. If not then will go for 15 x 7's all round.

How can you just say yes or no? Anything's possible a lot depends upon variety of things, such as

Car Height - the lower you go, the more likely you are to damage tyres/wheels

Offset - the more positive it is, the wider they'll stick out.

Camber - you can put wider wheels if you tuck them in

At the end of the day, if you are not going to drop the car more than about 80mm, with an offset suited for the polo, i.e. 36-42, 8s will only stick out a small bit.

The more negative the offset the wider they'll stick out, so therefore you want a lower offset than standard if your putting wider wheels on than standard.

That's actually one of the most common misconceptions, the VW wheels are actually negative offset, such as ET36 would mean it's -36. So a positive offset would mean they stick out more.
